Restricts the grounds on which emissions inspection facilities can fail a motor vehicle, limiting failures to specific enumerated reasons only

For emissions equipment and misfueling inspections, vehicles may only be failed if required emissions equipment is not present or the vehicle has been misfueled

For exhaust emissions tests, vehicles may only be failed if not in compliance with an applicable emissions standard

Applies to facilities established or approved under § 23-303 of the Transportation Article
