Prohibits law enforcement agencies from establishing or maintaining formal or informal quotas for arrests, citations, investigations conducted, or warrants served

Bars agencies from using arrest numbers, citations, investigations, or warrants served as the basis for officer evaluation, compensation, discipline, promotion, demotion, dismissal, or transfer

Prohibits requiring or suggesting that officers meet quotas, and bars offering financial rewards or benefits based on quota performance

Authorizes officers to report quota use to the Office of the Attorney General, which must create an online reporting form and investigate reports within 1 year of submission

Empowers the Attorney General to issue cease and desist orders against agencies found to be using quotas in violation of the law; effective October 1, 2026
