Establishes a Commission on Blueprint Fiscal Sustainability and Student Achievement to study and recommend improvements to Maryland's Blueprint for Maryland's Future education reform law

Commission membership includes 8 state legislators (4 from each chamber, balanced by party), state education and labor officials, 3 county government officials (rural, suburban, urban), 2 teachers, 3 parents, 1 student, and representatives from school boards, superintendents, and advocacy groups

Study areas include school funding formulas (particularly enrollment data impacts and rural vs. urban poverty differences), feasibility of required ratios for classroom time and prekindergarten providers, effectiveness of teacher salary increases and National Board Certification on student outcomes

Interim report due December 31, 2026; final report due December 1, 2027 to the Governor and General Assembly

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2028
