Grants collective bargaining rights to graduate assistants at University System of Maryland institutions, Morgan State University, and St. Mary's College of Maryland

Defines "graduate assistant" as graduate students serving as teaching, administrative, or research assistants, fellows, or postdoctoral interns

Creates a separate bargaining unit specifically for graduate assistants, distinct from existing units for nonexempt employees, exempt employees, and sworn police officers

Removes graduate assistants from the list of employees excluded from collective bargaining protections, including those in contingent, contractual, or grant-funded positions

Takes effect July 1, 2026
