Mandates each State and local government unit appoint a designated individual to oversee background investigations, report to the Division, and undergo training on their responsibilities

Requires annual reporting by October 1, 2027 from government units on regulated positions and disqualifying events, with the Division reporting to the Governor and General Assembly by December 1, 2027

Authorizes contract cancellation or debarment for persons failing to comply with background check requirements; exempts employees hired before October 1, 2026 from mandatory investigations
