Establishes a Task Force to Study Pedestrian and Bicyclist Injuries and Fatalities, chaired by the Secretary of Transportation or designee and staffed by the Department of Transportation

Task Force membership includes one State Senator, one Delegate, the Secretary of Transportation, the State Highway Administrator, and the Director of Bicycle and Pedestrian Access (or their designees)

Required to study pedestrian visibility challenges, effects of dark clothing at night, how inclement weather and poor visibility affect bicyclist injuries, and actions pedestrians and bicyclists can take to reduce their own negligence

Findings and recommendations must be reported to the Governor and General Assembly by October 1, 2027

Takes effect July 1, 2026 and automatically sunsets on September 30, 2028
