Maryland Department of Health must convene a Workgroup on Home- and Community-Based Services to review five programs: Community First Choice, Community Personal Assistance Services, Home and Community-Based Options Waiver, Increased Community Services, and Medical Day Care Services Waiver

Workgroup membership includes 2 legislators, representatives from Health/Aging/Human Services departments, State Long-Term Care Ombudsman, and 12 Governor-appointed members from local health departments, area agencies on aging, assisted living programs, legal aid, and various service providers

Review areas include eligibility requirements, application processing times, barriers to accessing services, wait list numbers, staff turnover rates, geographic diversity of providers, and reimbursement rates

Report with findings and recommendations due to Governor and General Assembly by October 1, 2027

Act takes effect October 1, 2026 and automatically sunsets on September 30, 2028
