Expands the Community Choice Aggregation Pilot Program from Montgomery County only to all Maryland counties and Baltimore City, allowing any county to form a community choice aggregator to negotiate electricity purchases on behalf of residential and small commercial customers

Modifies the definition of "community choice aggregator" to exclude customers served by member-regulated cooperatives on the Eastern Shore and small rural electric cooperatives (those serving fewer than 1,000 meters), rather than excluding all electric cooperative customers

Updates the Community Choice Energy Workgroup membership to include a representative from each county government that has notified the Commission of its intent to form a community choice aggregator, rather than only Montgomery County

Removes references limiting energy efficiency program coordination to investor-owned electric companies, expanding it to all electric companies whose service territories include participating counties

Takes effect October 1, 2026
