Repeals the "energy salesperson" licensing category, eliminating individual salesperson licensing requirements while maintaining licensing for electricity suppliers, gas suppliers, and energy vendors

Requires the Public Service Commission to establish an Energy Choice Multimedia Program to educate ratepayers about their ability to choose energy suppliers, including at least one annual mailing and utility bill insert directing customers to the Commission's energy choice website

Requires electricity and gas suppliers to submit to the Commission a list of all energy vendors conducting sales on their behalf within 10 days of adding or removing a vendor

Modifies residential electricity supplier requirements: replaces price caps and automatic renewal restrictions with requirements for two written notices before contract auto-renewal, written notice of price increases over 10% within 30 days of effective date, and allows variable rates to adjust once per billing cycle

Increases civil penalty maximum to $25,000 per violation for suppliers or vendors selling in violation of regulations, and requires the Commission to provide due process before suspending or revoking licenses
