Requires the Maryland Department of Health to process Medicaid eligibility applications within 45 days (or 90 days if disability determination is required) and conduct ex parte redeterminations using existing data to prevent procedural disenrollments from home- and community-based services

Prohibits disenrolling individuals solely for missing documentation, signatures, or incomplete information unless the Department has exhausted verification processes, provided clear written notice, and verified the individual received the notice

Mandates continuation of services during appeals and when eligibility information is incomplete until all due process rights are exhausted; requires automatic reinstatement with retroactive enrollment if disenrollment resulted from Department delay or error

Requires the Department to reserve waiver slots for recipients with developmental disabilities who were disenrolled on or after January 1, 2024, had eligibility reinstated, and requested reinstatement of waiver services (subject to federal approval)

Establishes quarterly reporting to the General Assembly beginning January 1, 2027, on redetermination statistics including total redeterminations initiated, renewals, terminations, procedural terminations, and mean/median processing times
