Motor Vehicle Administration must establish a system to collect information identifying Maryland residents whose vehicles are registered in other states

MVA may investigate suspected improper registrations and issue a $150 penalty to vehicle owners found to be Maryland residents with out-of-state registrations

Vehicle owners who fail to properly register within 60 days of receiving a noncompliance notice face an additional $500 penalty

All penalties collected will be deposited into the Transportation Trust Fund

MVA may contract with private parties to assist with enforcement of these provisions; effective date October 1, 2026
