MD HB1449

Establishes the Maryland Office of the Inspector General to investigate complaints of waste, mismanagement, misconduct, abuse, fraud, or corruption in executive branch agencies, with authority to conduct audits and issue subpoenas with circuit court approval.

Creates a 7-member Advisory Board (including the Governor, Comptroller, Senate President, House Speaker, and 3 qualified appointees) to appoint and oversee the Inspector General, who serves a 6-year term and must be certified by the Association of Inspectors General within 6 months of appointment.

Requires executive branch units to cooperate fully with investigations and provide access to all records, contracts, and correspondence; protects investigation records from public disclosure until final reports are issued.

Extends whistleblower protections to state employees who report waste, mismanagement, misconduct, abuse, fraud, or corruption to the Inspector General or Office staff, prohibiting retaliation by supervisors or appointing authorities.

Takes effect October 1, 2026, and authorizes the Governor to transfer positions and funds from existing executive branch agencies to the new Office while preserving transferred employees' rights, benefits, and retirement status.
