Maryland Department of Health must develop a standardized system to collect annual cost data on prenatal care, birth, postpartum care, pregnancy care, abortion services, and menopausal care

Licensed hospitals, health care providers, and other entities providing these services must report revenues, charges, prices, and utilization data using the Department's reporting system

Abortion-related data collection is limited to aggregated budget and expenditure data only, with Medicaid funds for chemical and surgical abortions tracked separately

Annual report due to the General Assembly by December 1 each year beginning in 2026, including aggregated costs by care category, regional comparisons, trend analysis, and cost efficiency recommendations

All data must be anonymized and de-identified; collection of personally identifiable patient information is prohibited to comply with HIPAA and state privacy laws
