Increases maximum civil penalties for violations of video lottery and sports wagering laws from $5,000 to $50,000 per violation, with each day of violation counting as a separate offense

Prohibits credit card use for online sports wagering transactions and caps individual wagers at $100,000 per sporting event

Redirects 1% of fantasy competition proceeds and 1% of online sports wagering proceeds to the Problem Gambling Fund, reducing the fantasy operator retention from 85% to 84% and General Fund allocation from 5% to 4%

Takes effect July 1, 2026
