Landlords of properties with on-site wastewater systems (septic systems) must ensure systems are inspected and pumped out by licensed professionals by July 1, 2028, and before each new tenant moves in thereafter

Real property sales contracts for properties with on-site wastewater systems must include mandatory inspection and pump-out requirements beginning July 1, 2028, with both vendor and purchaser certifying receipt of inspection reports at settlement

Inspections and pumping services remain valid for 3 years for purposes of meeting landlord and property sale requirements

Exemptions apply for transfers between spouses, parents and children, or siblings (if property is held in trust), mortgage refinancing, ownership changes without new parties, and initial sales after construction—provided the system was inspected within the preceding 5 years

Extends regulatory deadlines from Chapter 419 of 2022: Department of Environment must adopt implementing regulations by July 1, 2027 (previously 2025), and all on-site wastewater service providers must be licensed by July 1, 2028 (previously 2026)
