Renames the "Office of Small, Minority, and Women Business Affairs" to the "Office of Small, Minority, Disability, and Women Business Affairs" and similarly renames the Special Secretary position

Expands the Special Secretary's duties to include advising the Governor on matters affecting individuals with disabilities and providing assistance to individuals with disabilities

Adds the renamed Office to the list of entities whose operational costs may be paid from the Department of Social and Economic Mobility Special Fund

Updates membership references on the Pricing and Selection Committee for Preferred Providers and the Governor's Subcabinet on Socioeconomic Procurement Participation to reflect the new office name

Takes effect July 1, 2026, with provisions ensuring continuity of personnel, records, assets, and obligations during the transition
