Expands the predicate offenses that trigger enhanced penalties for fourth degree sexual offense to include equivalent convictions from other states, federal courts, military courts, and Native American tribal courts

Enhanced penalty for repeat offenders increases maximum imprisonment from 1 year to 3 years and maintains the maximum fine of $1,000

Qualifying prior convictions include rape, sexual offenses in the first through fourth degree, child sexual abuse, and related offenses under Maryland law or equivalent crimes in other jurisdictions

Requires the State to follow Maryland Rules procedures for indictment and trial when proceeding against a defendant as a subsequent offender
