Repeals prohibitions that prevented the Baltimore County Board of License Commissioners from transferring Class B alcoholic beverages licenses to different premises or converting them to a different license class after certain transfers from eligible transferor districts

Removes restrictions on transferring or converting newly issued licenses based on population increases and licenses that were revoked and reissued by the Board

Retains the requirement that Class D licenses transferred from eligible transferor districts must be converted to Class B licenses

Applies only to Baltimore County and takes effect July 1, 2026
