Prohibits software providers and data analytics services from operating or licensing algorithmic tools that coordinate rental pricing, occupancy levels, or lease terms across two or more residential property owners or managers

Residential rental property owners and managers are prohibited from setting or adjusting rents, lease renewal terms, or occupancy levels based on recommendations from coordinating algorithmic software

Exemptions include insurance-regulated conduct, financial institutions, subscription-based loyalty discounts, and tools used for government-administered affordable housing or rent stabilization programs

Violations constitute unfair, abusive, or deceptive trade practices under the Maryland Consumer Protection Act, subject to existing enforcement and penalty provisions; effective October 1, 2026
