Establishes the Ibogaine Clinical Research Grant Program within the Department of Health to fund FDA-overseen clinical trials on ibogaine for treating opioid use disorder and other neurological conditions

Authorizes up to 3 grants per year to eligible Maryland research institutions that have neurosurgery programs, cardiac intensive care capabilities, and expertise in substance use disorder or PTSD

Requires grant recipients to provide matching funds equal to at least the grant amount and submit quarterly progress and financial reports to the Department

Appropriates $500,000 annually from the Opioid Restitution Fund for fiscal years 2028 through 2030 to fund the program

Takes effect October 1, 2026 and automatically sunsets on September 30, 2031 unless reauthorized
