Repeals the State Board of Professional Counselors and Therapists' authority to issue temporary telehealth licenses to out-of-state counselors treating college students

Creates a new exemption allowing out-of-state licensed counselors in good standing to provide telehealth counseling to existing clients who relocate to Maryland for up to 6 months

Requires the counselor-client relationship to have been established outside Maryland before the client's relocation, and the counselor must be unable to provide in-person services due to the client's location

Applies to clients who either newly relocated to Maryland or returned to Maryland after a continuous, non-incidental period of living outside the state

Effective date: October 1, 2026
