Grants certificated and noncertificated public school employees, library system employees, and their employee organizations the right to engage in strikes

Prohibits public school and public library employers from permanently replacing, discriminating against, locking out, or suspending employees who support or participate in a strike

Repeals the Public Employee Relations Board's authority to deny or revoke an employee organization's certification as exclusive representative for engaging in strikes or work stoppages

Requires that arbitration awards issued by the Board during collective bargaining impasses may not abridge employees' strike rights unless agreed to by the employee organization

Takes effect October 1, 2026
