Authorizes residential electricity suppliers to offer time-of-use rates, products combining electricity with emissions-free energy certificates, and products bundling electricity with distributed energy resources for contract terms exceeding 12 months and at prices that may exceed the standard offer service rate

Permits residential gas suppliers to offer products combining natural gas with emissions-reducing services (energy efficiency, analytics-based monitoring) for terms greater than 12 months at prices potentially exceeding default commodity rates

Allows the sale and purchase of accounts receivable between electricity/gas suppliers and utility companies for bundled products involving distributed energy resources or emissions-reducing services

Requires the Public Service Commission to adopt regulations by January 1, 2027, mandating consolidated billing by July 1, 2027, establishing cybersecurity standards, and requiring nondiscriminatory interconnection procedures for distributed energy resources

Exempts certain green power products from existing marketing and pricing restrictions, including those with time-of-use rates, emissions-free energy certificates, or bundled emissions-reducing services; effective October 1, 2026
