Prohibits the Wicomico County Board of License Commissioners from issuing Class A beer, wine, and liquor licenses to establishments with retail floor space exceeding 3,500 square feet

Limits Class A license issuance to no more than one per councilmanic district and three total in the county

Ends the practice of issuing Class A licenses to Class B (restaurant) license holders as of July 1, 2026, while allowing existing dual-license holders to renew

Establishes grandfather provisions permitting establishments that received Class A licenses before July 1, 2026 to continue operating under prior rules, including the 20% floor space limitation adjacent to the restaurant

Sets the annual license fee at $4,400, effective July 1, 2026
