Authorizes persons 18 years and older to purchase, possess, and use consumer fireworks in Maryland, with restrictions prohibiting discharge on public property without permission, within 300 feet of structures, at other persons, or while intoxicated

Requires consumer fireworks sales from State Fire Marshal-licensed permanent structures located at least 250 feet from gas stations and 1,500 feet from other fireworks retailers, with monitored alarm systems and quarterly fire drills

Permits temporary structure sales (limited to June 15-July 8 and December 21-January 2) for certain fireworks types, with structures capped at 2,500 square feet and requiring $2,000,000 in liability insurance

Establishes a 16% sales and use tax on consumer fireworks beginning fiscal year 2027, with revenue distributed 31% to the 9-1-1 Trust Fund, 31% to the Senator William H. Amoss Fire, Rescue, and Ambulance Fund, and 38% to the General Fund

Allows counties to opt out by adopting local laws prohibiting consumer fireworks sales, possession, and use within their jurisdiction
