Expands eligibility for medical exemptions for enhanced tinted windows (below the 35% light transmittance standard) by allowing out-of-state physicians licensed to practice medicine to issue certifications, not just Maryland-licensed physicians.

Eliminates the 2-year time limit on medical exemption certifications; previously, certifications were valid for up to 2 years unless a physician determined the condition was permanent.

Requires vehicle owners to carry written certification in the vehicle in a format specified by the Automotive Safety Enforcement Division of the Department of State Police.

Effective date: October 1, 2026.
