Transfers administration of the Electric Universal Service Program from the Public Service Commission to the Office of Home Energy Programs within the Department of Human Services, effective October 1, 2026

Maintains the program's $37 million annual funding level, with $27.4 million from industrial/commercial customers and $9.6 million from residential customers

Preserves program components including bill assistance, low-income residential weatherization, and arrearage retirement for electric customers with incomes at or below 200% of federal poverty level

Protects transferred employees by ensuring no diminution of rights, benefits, employment, or retirement status
