Repeals the exemption that currently shields motor vehicle rental and leasing companies from liability for red light camera and speed camera citations

Removes the exemption for vehicles displaying special registration plates (Title 13, Subtitle 9, Part III) from traffic monitoring system liability

Expands the definition of "owner" to include lessees of motor vehicles under any lease term, eliminating the previous requirement that leases be 6 months or more

Applies to both traffic control signal monitoring systems (red light cameras) and speed monitoring systems (cameras capturing vehicles traveling 12+ mph over the speed limit)

Effective date: October 1, 2026
