Governor must withdraw Maryland from the Regional Greenhouse Gas Initiative (RGGI) on or before January 1, 2027

Maryland may rejoin RGGI only if all other states served by PJM Interconnection become full RGGI members, or if Maryland becomes and remains a net exporter of electricity

Eliminates the surcharge on customer utility bills that allowed electric and gas companies to recover costs for EmPOWER energy efficiency programs

Caps community solar bill credits at the generation cost of standard offer service electricity, prohibiting electric companies from purchasing or crediting community solar power at rates exceeding what they charge for standard service

Effective date is October 1, 2026; Governor must notify the Department of Legislative Services within 5 days of withdrawing from or rejoining RGGI
