Creates a new Class 1 distillery on-site consumption permit specific to Carroll County, Maryland, allowing holders of Class 1 distillery licenses to sell food, nonalcoholic beverages, and alcoholic beverages for on-premises consumption

Permit holders may sell brandy, rum, whiskey, and neutral spirits that are distilled, rectified, blended, and bottled at their distillery for both on- and off-premises consumption

Food and nonalcoholic beverage sales require approval from the Carroll County Health Department

Applications must include a diagram showing the proposed consumption area with clear separation from manufacturing and processing facilities

The Board of License Commissioners for Carroll County will adopt regulations and set the annual permit fee, with an effective date of July 1, 2026
