Establishes the Maryland HEALTH Fund as a special, nonlapsing fund administered by the Maryland Health Benefit Exchange Executive Director to assist Medicaid enrollees, insured, and uninsured individuals with costs for legally protected health care services subject to federal restrictions

Directs $20,000,000 annually from abandoned property proceeds to the HEALTH Fund beginning in fiscal year 2027, and transfers remaining funds from the Abortion Care Clinical Training Program Fund at the end of each fiscal year

Allocates sales and use tax revenue and state property tax revenue attributable to entities subject to insurance premium taxation to the HEALTH Fund

Provides assistance through grants to health care providers delivering legally protected health care services, with Executive Director discretion to expand covered services if surplus funds exist

Requires annual reporting to the General Assembly by December 31 beginning in 2027, detailing fund sources and expenditures; effective July 1, 2026
