Prohibits any person doing business in Maryland from knowingly manufacturing, selling, distributing, dispensing, or compounding drugs, medical devices, or other goods, services, or technologies if they know or reasonably should know the items will be used to carry out a death sentence

Applies when the order, prescription, or authorization was prompted directly or indirectly by someone seeking the items with intent to use them for an execution

Violators face a civil penalty of $10,000

Health occupations boards must deny or revoke the license or certificate of any applicant, licensee, or certificate holder who violates this prohibition
