Establishes the Frederick County Special Education Video and Audio Recording Program requiring the Board of Education to install video recording devices in all specialized instructional settings where students with disabilities receive services for at least 50% of the instructional day

Requires audio recording devices in restrooms, changing areas, and attached physical care spaces, while prohibiting video recording in those private areas

Mandates that an unbiased third party (not school personnel) serve as custodian of all recordings and review at least 15 minutes of footage from each monitored area every 90 calendar days

Parents must receive written notice at least 10 days before device activation and may request exemptions from audio recording for their child through the student's IEP or 504 plan

Recordings must be retained for at least 1 year, stored on a secure closed network, and may not be used for teacher evaluations or live-streamed; installation deadlines are December 31, 2029 for initial devices and June 30, 2031 for full completion
