Prohibits law enforcement officers from wearing face coverings (balaclavas, ski masks, neck gaiters, tactical masks) while on duty in Maryland, except as authorized by agency policy

Requires the Maryland Police Training and Standards Commission to develop a model policy limiting face covering use to specific, clearly defined circumstances and affirming that general safety concerns alone do not justify face coverings

Exempts undercover officers, as well as face coverings used for medical protection, hazardous conditions, underwater operations, religious purposes, motorcycle safety, tactical operations, or occupational safety compliance

Establishes criminal penalties of up to 2 years imprisonment and/or $2,000 fine for violations, plus waiver of civil immunity and classification as police misconduct

Applies to officers from state, local, other state, and federal law enforcement agencies operating in Maryland; effective October 1, 2026
