Repeals Maryland's eminent domain authority entirely, prohibiting the State from taking private property for public use through condemnation

Amends the Maryland Constitution (Article III, Section 40) to eliminate the government's power to condemn private property, while repealing Sections 40A, 40B, and 40C that previously authorized "quick-take" condemnation procedures

Removes condemnation powers from over 30 state agencies and authorities, including the State Roads Commission, Maryland Transit Administration, Washington Suburban Sanitary Commission, public utilities, and county/municipal governments

Eliminates Title 12 of the Real Property Article ("Eminent Domain") and related condemnation procedures throughout the Maryland Code, affecting transportation, utilities, housing, education, environment, and economic development statutes

Requires voter approval via constitutional amendment referendum at the November 2026 general election, with statutory changes taking effect June 1, 2026
