Reduces Accountability and Implementation Board member terms from 6 years to 4 years, with staggered expiration dates for current members transitioning between June 30, 2026 and June 30, 2030

Allows public schools and local school systems to appeal Board decisions to withhold funds to the Office of Administrative Hearings within 30 days, with hearings held in the affected county

Creates a 9-member Blueprint for Maryland's Future Stakeholder Advisory Council composed of superintendents, teachers, school board members, parents, and a student to advise the General Assembly on whether Board policies are feasible at the classroom level

Establishes a 10-member Joint Oversight Committee on the Blueprint for Maryland's Future (5 Senators, 5 Delegates) with subpoena power to oversee implementation and review all funding withholding decisions exceeding $1,000,000

Places the Accountability and Implementation Board under the jurisdiction of the Inspector General for Education and requires the Office of Legislative Audits to conduct performance audits of the Board at least every 3 years beginning July 1, 2026
