Unaffiliated voters in Maryland may request to affiliate with a political party at an early voting center before a primary election or at a precinct polling place on primary election day

Voters who change their affiliation at the polling location will receive a voter authority card and cast a provisional ballot for their chosen party

Election judges must verify the voter resides in the county where they seek to vote before issuing the provisional ballot

The law applies to all elections beginning with the 2028 statewide primary election, excluding any special elections held before that date

Takes effect January 1, 2027
