Amends Maryland Real Property Section 7-103 to exempt deeds of trust from the presumption that the recorded title holder of a mortgage is the owner of the underlying debt

Establishes that the actual holder of a promissory note or other obligation secured by a deed of trust is entitled to the benefits of that deed of trust, regardless of who is listed as the holder in land records

Maintains existing protections for mortgagors making payments to assignors, where payments remain valid unless the mortgagor received actual notice of assignment

Effective date: July 1, 2026
