HB1569 - Parking Enforcement for Vehicles at Auto Repair/Storage Facilities

• Auto repair or storage facilities become liable for parking citations issued while a vehicle is in their custody, relieving the registered owner of responsibility for fines and late fees

• Registered owners can assert an affirmative defense by demonstrating their vehicle was with a repair/storage facility at the time of violation, requiring courts to immediately waive all fines and dismiss the citation

• Parking enforcement agencies may reissue citations directly to the auto repair or storage facility if sufficient evidence shows the vehicle was in their custody when the violation occurred

• Facilities are prohibited from requiring customers to waive these liability protections as a condition of receiving service

• Effective October 1, 2026
