Extends the termination date of Maryland's Minority Business Enterprise (MBE) Program from July 1, 2026 to July 1, 2031, including its application to cannabis licensing, public-private partnerships, offshore wind projects, video lottery terminals, and sports wagering licensees

Shortens unit reporting deadlines from 90 days to 60 days after fiscal year end and changes annual report submission from December 31 to the 15th day of each regular legislative session

Adds new quarterly reporting requirements for state units on MBE participation data, Small Business Reserve achievements, and veteran-owned small business enterprise contracts

Requires the Office of Small, Minority, and Women Business Affairs to establish a certification review process and adds the Secretary of Labor to the Governor's Subcabinet on Socioeconomic Procurement Participation

Codifies legislative findings from the "State of Maryland 2025 Minority Business Enterprise Disparity Study" documenting discrimination against minority- and women-owned businesses in wages, firm formation, capital access, and state procurement
