Removes the requirement for a licensed health care practitioner's determination or statement when requesting a sex designation change on a birth certificate; instead allows individuals to request changes through a written statement under penalty of perjury

Adds a third sex designation option of "unspecified or another" (displayed as "X") for birth certificates, in addition to female and male

Requires the Secretary of Health to issue new birth certificates when a court order indicates a parent's name has been changed, with the new certificate not marked as "amended"

Updates language on driver's licenses, identification cards, and moped operator's permits to use "another" instead of "other" for the third sex designation option

Takes effect October 1, 2026
