Amends the definition of "nonwater-dependent project" in Maryland's Environment Article to exclude vessels registered under Title 8, Subtitle 7 of the Natural Resources Article, regardless of how the vessel is used or operated

Registered vessels moored at piers on State or private wetlands would no longer be subject to restrictions that apply to nonwater-dependent projects such as dwellings, restaurants, offices, or other commercial structures on piers

Existing law already excludes certain water-related equipment from the nonwater-dependent definition, including fuel pumps, sewage pumps, shellfish nursery equipment, and marina management offices

Effective date: July 1, 2026
