Requires the Deputy Secretary for Developmental Disabilities to provide public notice before making any changes to the Self-Directed Services Manual

Establishes a mandatory 90-day public comment period for proposed changes to the manual, during which the Deputy Secretary must receive and consider public feedback

Prohibits the Deputy Secretary from adopting proposed changes until the public comment period has concluded

Adds new Section 7-409.1 to the Health-General Article of the Maryland Annotated Code

Takes effect October 1, 2026
