Repeals the requirement that county governments pay 50% of compensation awarded to individuals erroneously convicted of crimes they did not commit, shifting the full cost to the State

Eliminates the county payment structure that required annual remittance to the Comptroller by June 30 and quarterly notifications from the Board of Public Works regarding each county's share

Removes the Comptroller's authority to withhold local income tax distributions from counties that failed to make timely payments for erroneous conviction compensation

Takes effect October 1, 2026
