Requires authorized firearm users to store firearms in a locked, secure storage depository (fire-, impact-, and tamper-resistant safe) when the firearm is not being carried or under their direct control

Expands existing law prohibiting firearm storage where minors may gain access, changing from "loaded firearms" to all firearms and from "has access" to "is likely to gain unsupervised access"

Establishes tiered penalties for storage violations: first offense up to $500 fine, second offense up to $1,000, third or subsequent offense up to $1,000 plus prohibition on possessing regulated firearms, handgun qualification licenses, and carry permits

Creates enhanced penalty when improper storage results in an unauthorized user accessing the firearm and causing serious bodily injury or death: up to $1,000 fine plus firearm possession prohibitions

Provides exceptions when firearm access results from unlawful entry, lawful self-defense, or defense of another person; effective date October 1, 2026
