Establishes a State Center Advisory Group to provide community input on the development of the 28-acre State-owned property in Baltimore City, with membership including neighborhood associations within a 1-mile radius, anchor institutions, and 19 designated community organizations

Requires any new or modified development contract to include a comprehensive local hiring plan with goals for construction jobs, long-term employment, and job training, plus an economic improvement plan prioritizing minority-, women-, and locally-owned businesses

Mandates a community benefit agreement between the developer and the Advisory Group as a condition of any development contract

Removes the previous requirement for an enforceable agreement specifically with the State Center Neighborhood Alliance, Inc., replacing it with the broader Advisory Group structure

Extends the construction start timeline from 18 to 24 months after contract execution and takes effect October 1, 2026
