Village Council of Drummond is formally established as the governing body of the special taxing district, replacing the former "Drummond Citizens' Committee" structure.

Three Village Council members are elected annually on the first Monday of May, must be Village residents for at least 6 months, at least 21 years old, and serve without pay.

Village Council must appoint a Mayor (chief executive), Treasurer (budget and disbursements), Secretary (records), and may hire other officers and employees; Council must meet at least 11 times per year with public meetings.

Annual budget process requires a public hearing with 10 days advance notice; the Village must hire a certified public accountant for financial audits; procurement threshold for competitive bidding raised from $300 to $15,000.

Tax levy rates remain at $0.14 per $100 of real property value and $0.35 per $100 for personal property/utility property, with funds used for streets, drainage, sanitation, police/fire protection, snow/leaf removal, and other public health and safety purposes.
