Expands the objection process for new academic programs by removing the requirement that only graduate programs can be challenged; the Maryland Higher Education Commission and other state institutions may now object to any proposed new program within 30 days of receiving notice

Objections must still be based on existing criteria: inconsistency with the institution's approved mission, failure to meet regional or statewide needs per the State Plan for Higher Education, unreasonable program duplication causing harm, or unnecessary duplication violating equal educational opportunity obligations

Amends Section 11–206.1(e)(1) of the Maryland Education Article by deleting the word "graduate" from the statute
