Establishes the Anthony McCarthy Task Force to Study Dialysis Outcomes, comprising 10 members including state legislators, Department of Health representatives, a urologist, a nephrologist, and two dialysis patients

Task Force must evaluate current dialysis patient outcomes and study improvement methods including in-home dialysis access, training programs for patients and caretakers, and mandatory certification for home health aides supporting dialysis patients

Requires study of potential grant programs for dialysis patient support, home modifications, and a "food-as-medicine" program for access to renal-friendly foods

Task Force must submit findings and legislative recommendations to the General Assembly by May 31, 2027

Takes effect June 1, 2026 and automatically sunsets on June 30, 2027
