Prohibits the federal government, Maryland state government, local governments, county sheriffs, and their contractors from entering agreements to detain individuals in privately owned, managed, or operated detention facilities

Bars government entities from paying, reimbursing, subsidizing, or providing financial incentives for the sale, construction, development, ownership, management, or operation of private detention facilities

Prevents state and local governments from approving zoning variances or issuing building permits for private entities to construct or convert buildings into detention facilities

Exempts contracts for ancillary services (education, medical, and maintenance) at detention facilities, but notably excludes food services from this exemption

Takes effect October 1, 2026, and applies to correctional facilities, immigration detention facilities, and any other facilities used to detain individuals
